The establishment and implementation of e-government is an inevitable choiceunder the tides of globalization and informatization. E-government is established forthe purposes of better improving the government itself, enhancing efficiency, andserving the public. It is the only way to adapt to the pace of modernization drive. Toaccelerate e-government construction is a significant step in improving governments’administrative ability and public service ability. Here come problems that we mustconfront in developing local e-government under new economical environment: howto carry out the strategic development of industries, regional innovation andorganizational core competence and how to creatively make use of IT technologies soas to enhance governments’ performance and to build service-oriented governments.This article presents the design and implementation of the supporting platformfor e-government mainly from the areas of related technologies, overall design,functional design, running environment and deployment. With the basic supportsystem of common applications established, the platform enables basic tool software,functional and operational component storage and auxiliary application softwarecustomization; by uniformly designing and meeting the common technical needs oflocal e-government, the platform provides the application system of locale-government with basic and important common application support and avoids theredundant creation of the same modules in different software products. The system isdesigned to incorporate reusable software for the basic supporting platform, toolsupport software, and reusable business and functional components used for theuniform R&D of applications that are in line with local e-government businesses.These all will save a large amount of investment in e-government projects and enableusers to quickly customize an e-government application system for their own businesswithout the help of any professional R&D personnel.
