With the rapid development of environmental informatics,the management ofenvironmental information provides reliable information services and decisionsupport for environmental protection work which plays a significant role inenvironmental protection. Aiming at the current Situation of pollution sources ofenvironmental information management is disorganized,and comprehensive analysisand processing power of environmental information is relatively weak, informationmining is not deep enough, even environmental information lacks of image, flexibleform of expression. This paper elaborated the necessity of building a scientific、standardized pollution management information system by combining with thedevelopment trend of world environmental information. With the rapid developmentof GIS integrated applications in different sectors has achieved better results, and therapid development of network technology makes the environmental informationsharing has become inevitable. In view of these, a solution for pollutionenvironmental information management system which is based on Web GIS has beenproposed in this study.The main contents of this article consists of three parts, the first is to build astandardized database of pollution sources, followed by the study of GIS-basedstatistics and analysis of the environmental information, and finally is theconstruction of Web GIS-based environment pollution management informationsystem. According to the software system design idea, this paper first to conduct adetailed analysis of the based on business functions, working process, researchingand implementation plan of the pollution management system. And then design apollution sources database which contains six sub database based on analyzing thesystem data needs in detail, conducting the pollution source census data of Chenzhouas main support of the system database, and putting forward a database designsolution that connect spatial data and attribute data with ArcSDE. Finally carry outdetailed design of the system, including the whole system structure, system functionsand other. This study implemented pollution management system based on B/Sarchitecture in Visual Studio2008development environment, using ASP.NET, GISServer Web ADF development technology. This system has implemented fivefunctional modules, including system management, data query and management, theproduction of thematic maps, map of the operation and the statistics and analysis. Combined with the technical difficulties and key which have encountered in the studyof the implementation process, the article illustrate how to implement GIS basedenvironmental information statistics and analysis from two aspects that are spatialdata based on WebGIS online editor and GIS page asynchronous processing.Advantages of the system are online management of the GIS-based pollution data,data analysis based on GIS, the setting up of monitoring equipment data interface,and including user permissions setting which expand the applicable people of system.The implementation of this research makes the job of environmental monitoring,pollution prevention and control, environmental information management morescientific and standardized.
