In recent years, with worsening Chinese ecological environment and theproblems of urban air pollution, only37.6percent of urban cities were acceptable inGrade II, there were39urban cities were worse than Grade III on environmentalquality. Shenyang,as a heavy industrial base of northeast,was particularly serious,because of the extensive production and management of most factories, someindustrial waste water, waste gas, generated by the enterprises, Running out of gasand water, dripping, leaking, all these led to part of the soil environment beingpolluted in different degrees,therefore some risk assessments and soil remediationwere necessary to carry out. To prevent and control the environmental pollution,relying on the traditional methods of analysis could not meet the needs of seriousenvironmental pollution status at this stage. Geographic information systems (GIS,Geographic Information System) was a comprehensive subject which had combinesthe geography,the cartography,the remote sensing and the computer science and thecomputer system was used to store huge amounts of data, display spatial data, queryproperties and spatial analysis, had been widely used in military, agriculture, urbanplanning, environmental protection and so on. GIS technology had strong analyticalskills and a large spatial and temporal data (Big data) processing capability, waswidely used in applied research evaluation of environmental pollution, land resourcemanagement and town planning etc.. With the rapid development of GIS technology,using this technology to manage, analyze and evaluate the environmental pollutionwas an effective means to achieve reasonable control and efficient utilization.To construct the Shenyang City, Liaoning Province to the new ecologicalizationcity, they had to solve the soil and water pollution problems which caused by transferthe old industrial area of Shenyang City. This paper was about the environmentalpollution in the Tiexi District of Shenyang City,combining livable environmentconstruction after the old industrial district relocation planning and environmentalquality standards, including the establishment of the Tiexi District basic geographicinformation database, environmental thematic information databases, environmental monitoring database, a comprehensive information database, remote sensing imagesdatabase, field investigation and laboratory tests and other types of database analysisdatabase, the relocation of the old industrial area environmental analysis, planning ofland and water based livable environment simulation technology and its configurationoptions to improve the environment and the ecological restoration as the core,basedon the GIS platform and combination with the database management technology, todevelop the old industrial district relocation analysis of environmental pollution,water and soil remediation technologies and the configuration of the Tiexi District,Shenyang City environmental pollution assessment and management system.This system was based on the application of the system demands analysis and theoverall design of environmental pollution and ecological restoration surveymanagement. The main function modules of the Tiexi District of Shenyang CityEnvironmental Pollution management and evaluation system,were included with thelayer management, basic geographic information management, geographicinformation data to browse, to query, to midify and to delete, the interactive querychart data, surface distribution of heavy metal spatial interpolation and raster datamodel-based analysis of the status quo of heavy metal pollution and ecologicalevaluation of the surface risk assessment, dust and heavy metals distribution of spatialinterpolation analysis, dust heavy metal pollution assessment and health riskassessment, surface water environmental status and function evaluation, based onenvironmental goals livable surface of heavy metals in soil management and soilremediation programs and other functions, specially the spatial analysis andevaluation of environmental pollution used the logical design way. Using theShapefile store spatial data and combination with the property data stored in SQLServer databases to manage the database.The system used ArcEngine secondary development technology which wasdeveloped by ESRI and Visual Studio2010platform, C#.Net development oflanguage to develop, achieved the functions including the map zoomIn, zoomOut,area measurement, feature selection, feature clearing, based on attributes or locationspatial query, the basic operating functions map points, lines and area measurementsand the navigation view and so on. Also the spatial analysis which were often used such as the three distance analysis, two density analysis, two types of spatialinterpolation analysis, four surface analysis, and raster calculator function. Thesystem also be able to analyze heavy metals pollution showed by the data histograms,line charts and further determine the distribution of pollution data.
