In the e-government information system, the introduction of a variety of integrated technology allows office staff to handle a wider range of business and office information and integrate business and office services. Network development expand the scope of the role of office automation, network-based office automation system has gone beyond group operation such as sending and receiving documents, transfer, issuance. It becomes the basis for the operation of inter-departmental information system; join the staff in various positions and the information systems and information resources. The operation of office automation system can be adapted to improve the operational efficiency of the unit carried out the restructuring, but also can promote the rational allocation of resources and reform operational flow.Firstly, the thesis describes the background of office automation, concepts and the development of office automation, a comprehensive study and understanding of office automation. By comparing the current popular development platform for office automation system we found that Lotus Domino/Notes is an excellent groupware system with improved workflow system, advanced technology of reliable documentation of database and security mechanisms. In addition, it enables seamless Internet and Intranet connectivity to meet the paperless and efficient office automation users in office, workflow customization and information sharing requirements. After the research of Lotus Domino/Notes platform’s system components, document database development methods and system key technology, we summarized that the platform meet the practical requirements of system development. Therefore, this article uses Lotus Domino/Notes as an office automation system development platform.The thesis analyze, design and implement a Office Automation System using modular structure. The functions of this system is unifies by UML and natural language. And we design Notes database’s form, domain, view and frameset. We connect Notes database to SQL Server with ODBC interface. After analyzing system security, we designed security strategy of the system. According to the result of analyzing and designing, we implement the Office Automation System, mostly described the realization of functional modules and system security strategy.Through the current office situation analysis of the Personnel Bureau of Shenyang City, the thesis using the Lotus Domino/Notes development platform designed and implemented an office automation system. The system uses modular design, using the Unified Modeling Language and Natural Language to describe the system function modules. We design notes databases, forms, views, frameset structure, we use ODBC interface technology to connect the Domino with SQL Server database. After system security analysis, we design the system’s security policy. Finally we achieve office automation systems, describing a concrete realization of the main functional modules and system security.
