With the rapid development of Internet, the Internet is evolving into an ALL-IP network. In order to meet the increasing number of business types and bandwidth requirements, the equipment providers design faster switching speed, greater exchange capacity of network equipment which also becomes more expensive. So network operators need to change the capacity of the network or the network topology to meet the business needs while trying to optimize the router configuration and network capacity or topology planning effectively.Currently, little research planning algorithm for the actual router equipment is presented. This paper addresses this urgent need to presents IP-CD (Internet Protocol-Capacity Design) and the IP-TD algorithm (the Internet Protocol-the Topology Design). The aim of the paper is to minimize the cost of using the network equipment under the condition of satisfying the bussiness. IP-CD and IP-TD algorithm is described in the order below. Several effective solutions for different network and demand are presented.Firstly, some basic knowledge in the IP network used in this article is illustrated. Because of the more and more complex router devices, there is a variety of placement way of devices corresponding to the capacity demand. This article detailed analysis of the router device model and convert it into abstract device model. A device placement algorithm is designed based on a device placement algorithm which is the basis for following algorithms.Secondly, the paper analyzes the basic principles of IP-CD, quickly and efficiently find a set of optimum weights to calculate the link capacity requirements. The network node device configuration algorithm can further reduce the total cost of the network.Finally, the paper analyzes IP network topology planning algorithm; the similarities and differences between the topology planning and capacity planning. According to the difference of flat network and hierarchical network architecture, two different topology planning algorithm is proposed.
