Today, the Insurance Companies are facing the increasingly heated competition; they are putting more and more into human resource, the cost of HR management are rapidly increasing. How to optimize the HR structure based on the existing HR condition. How to plan a suitable HR structure and HR budget, how to combine the enterprise’s short-term management tactic, long-term strategy, tend of development with the HR management, to make the enterprise occupy the advantageous position in HR management, so it can get control over the market competition. These all are general concerned about by the insurance Companies.The HR budget management is a useful management tool for solving those problems, it has important significance for the HR deployment optimization, the reducing of management hazards and HR cost, the enhancing of the communication and collaboration between the departments in the organization, the fulfillment of the organization’s short-term and long-term goals. The HR budgeting have two things that must be done. One, to forecast the future HR structure that can meet the requirement of the organization’s development, thus, the goal of the HR budget can be fulfilled.But, in practice, the HR budget management hasn’t gotten more effect than we hope, because it can get little help from the efficient IT tools. At present, the IT tools for HR budget are mostly integrated in the financial systems, the HR management system, both domestic and abroad, all are seldom have the function. There are few professional tools that are designed from view point of the HR cost management. That’s the reason why the forecast on the HR structure and HR cost have no data supporting, why the budgeting are at will. Meanwhile, because the budget can’t integrated in the HR management system, the executing of the budget can’t monitored. These causes the budgeting become formalistic, the effect of the HR budget management are reduced.The designing Objective of the human resource budgeting system for insurance company is to combine the scientific HR budget management theory with the insurance company’s HR budget management practice, using the technique of IT, building a platform for insurance company’s HR budget management.. With the platform, we can change those phenomenon that the budget are out of practice, the low budgeting efficiency. We can make the budgeting are more scientific, the budget are more reasonable, budget have its real value in HR management.The system is developed in the Microsoft’s ASP.NET structure for WEB development. ASP.NET is easy to use, have high security, and manageable, and with all OOP technology in it. These all make the development simple and efficient, the systems expansibility is enforced immensely. The system import the MVC design model that are well known in JAVA development world, to solve those problem that.system designing structure are complex, the user have difficult to understand, and appliance can’t be reusable. With the using of all those technology, the difficulty of development are reduced, the expansibility are enforced, the system becomes more available.
