With the rapid growth of the application of computer technology in various fields, the traditional DSS technology could not meet the requirements of users, and the problems were gradually exposed, such as the lacking of internal consistency, effective technical means, and the support of a large number of data sources. Furthermore, the development and application of traditional DSS was very complex. The new structure of DSS system had to be considered since the development of DSS which was based on models had been impossible. The large development of DSS is made because of the combination of data warehouse, on-line analytical processing and data mining. Then the solution of DSS with the core of data warehouse and the mean of on-line analytical processing and data mining technology appeared.The aim of this paper is to explore an effective method which can combine the data warehouse technology and the application of finance business, and use the mean of data extraction, cleaning, and storage, based on the data from business system and related data, to get more large number of useful information which can provide timely and effective basis for government decision-making.The architecture of data warehouse and the structure of financial data warehouse were introduced firstly in this article. The data of comprehensive data analysis system mainly comes from the following three aspects:government finance data and related data based on financial data, the data of financial management, and macro-economic data.Basic data includes: the financial system, tax policy, non-tax revenue policy, expenditure policy, development planning. personnel situation, fixed assets, administrative unit assets, project library, and etc.Financial business management data covers the contents of income, expenditure and management, which is generated from daily work needful in the financial business work also. Data which is generated from financial business work, such as data from expenditure policy and development planning, is managed by the related business systems. With the continuous improvement of financial application support system, a growing number of financial applications are going to enter into it. in accordance with the request of the Ministry of Finance. The users can get data from the system directly. While the data from the external application systems such as taxation can be got from the electronic documents.The macro economic data is from the government department of statistics. The amount of information is not huge, and it changes less frequently. So the data can be acquired by manual entry or standard electronic file format content import.The decision support system can be constructed using the tools of Business Intelligence. Firstly, users can build a data warehouse, integrate basic data, financial operating data and macroeconomic data, extract useful information and to sort out, in order to ensure the accuracy of the data. And then after extraction (Extraction is), conversion (Transformation) and load (Load), namely the process of ETL, the data can be incorporated into an enterprise-class data warehouse, in order to get a global view of the financial and operating data. On this basis, it can be analyzed and processed by using the appropriate query and analysis tools, data mining tools OLAP tools. The decision support systems should support both horizontal and vertical analysis and management in order to be shown from different angles and dimensions. Furthermore, the show of part of content analyzing can be used by the dashboard to expand business people’s perspective and achieve the target of dynamic visual representation. Finally, the knowledge will be presented to the managers and provide support for the manager’s decision-making process...
