Building a harmonious society, the education equity which means making all the people have equal opportunity to get better education should be realized. To promote the social harmony, co-construction and sharing resource as the important method was addressed in the report of the 17th National Congress of the Communist Party of China. As the economic and social development, the urban and rural division becomes obvious. To solve this problem, we should give priority to the development of education in rural areas. However, owning to remote areas, lagging thought, lack of resource, weak teachers, the rural schools could make little progress. Furthermore, the information age gives rise to the digital divide, which further increases the gap between urban and rural areas. For this reason, we should find an effective method to help rural schools, giving them high quality resource to enhance their development ability. At present, in terms of information technology, co-construction and sharing high quality educational information resource between urban and rural areas maybe the best way.This research focuses on the co-construction and sharing strategy of educational information resource in urban and rural areas. Firstly, based on the literature review, the paper analyzes the development of educational informatization and educational information resource home and abroad currently, exploring the role of educational information resource in bridging the gap between urban and rural schools, so as to make key points in research more clearly. Secondly, the paper looks back to the theoretical basis of this study: Systematic Approach, Community Theory, and Information Needs Theory. Then, four core elements in co-construction and sharing resource system are illustrated, they are: Decision Makers, Resource Providers, Resource Users, and Guidance Supporters. Moreover, a new concept that is "co-construction and sharing community of educational information resource" is proposed, on which the strategy model based is constructed in the following passage. Last but not the least, according to this strategy model, a project called "Shanghai practical application of educational informatization in schools" is carried out as the case study of this research.To sum up, in accordance with the research route that "theoretical thinking\practical exploration\theoretical studies\practical examination\theoretical summary", the result shows that "co-construction and sharing community of educational information resource" is an effective way to improve educational informatization level in the rural schools, it will significantly promote the balanced development of urban and rural education.
