With the rapid development of highway, the requirements for the freeway monitoring system are also rising. Monitoring system as an important part of the highway electromechanical systems is an important means of ensuring the traffic safety, improving operational efficiency, promoting efficient operations and enhancing the management level of service.In this paper, based on electromechanical systems interconnection project of Inner Mongolia Eastern Expressway, and highway monitoring system functional requirements, the highway information management system is designed. The paper intends to help the managers conduct the comprehensive management and make the subsidiary decision on the basis of integrated freeway traffic information data as well as its internal laws.In this paper, the Visual Studio2008MFC and SQL Sever2000platform and the second floor of the C/S (Client/Server) structure are used to establish the Eastern Inner Mongolia Freeway Information Management System which realizes the analysis and management of freeway traffic information, environmental information, video, image information, and the information of traffic accidents, unusual events, and alarm information. The system designed by this paper also provides the attribute data labeling method to realize the information display, the video image management, network monitoring, coordination management, public information service, transport meteorological service, traffic information service and statistical query functions. It offers freeway management department a simple and convenient interactive query.The applications of this system show that the establishment of information management systems for freeway management and subsidiary decision making is with practical significance. It is also with the theoretical significance on normalization, modernization and scientific management of freeway information management.
