The power communication network(PCN) is the infrastructure of the electricity reticulation, relying on electricity reticulation construction, and serve for electricity reticulation.With the development and implementation of smartelectricgrid during the12th Five-Year Plan, the power communication network plays a major role in optimizing the capacity of distribution the power and power supply reliability.And it determines the economic, safe and stable running of the electricity reticulation. This paper gives a comprehensive and integrated study of the reliability of PCN, then establishes the preliminary reliability evaluation index system of PCN,and based on Analytic Hierarchy Process and SOM network takes a demonstration evaluation of PCN. In order to this study to be spread and applied, this project develop the power communication network reliability evaluation software.This thesis firstly establishes the preliminary reliability evaluation index system of PCN from the four dimensions of network topology, management, environment variable and node, then innovative use of complex network theory to evaluate and analyze the power communication network topology that solve the problem of model complex and nefficiency of other algorithms. Secondly, this paper uses Analytic Hierarchy Process and SOM network to evaluate the power communication network by combination of subjective and objective. Using SOM network operation than the traditional method is simple, just collect data and enter the network, the network will be able to conduct its own study, training, and unsupervised learning, and do not have to enter the target. These advantages are other methods can not be compared, and an instance of assessment to verify the effectiveness and feasibility of the method. Based on theoretical research, this project develop a practical, fast power communication network reliability evaluation software based on. NET and SQL Server database. The software includes the weight design, evaluation module, analysis of the evaluation results modules, database management, user management module and so on. This software can achieve timely and effective assessment of power communication network,and improve the management efficiency and management level of PCN.
