With the increasing automation level of the whole power enterprises, the power system has come to dependen more and more on communication networks, and conversely the communication network failure have more and more impacts on power system. Therefore, the production and operation departments of power enterprises require the electric power communication network to provide not only adequate communication capabilities, but also high security and reliability. This makes the reliability assesment more urgent and important to the plan, construction and management of electric power communication network.This dissertation firstly reviews former related researchs in reliability assessment of electric power communication network, and then introduces the key technology and illustrates in detail how to design and implement the reliability assessment for electric power communication network system. The assessment system, based on B/S architecture, is applied to the electric power communication networks in our country. Advanced network application development technology at present is adopted to realize the system. First, the basic data input is implemented with drawing functions and the attached property windows. Second, the reliability of each service-route in the the whole network is calculated, based on the RBD method and the optical communication circuit reliability models deriving therefrom under different means of communications and different protection modes. According to the calculation results,an analysis of the importance of each node and each link in the network is made thereafter. Finally, with the statistical analysis of the calculation results,an reliability analysis of all kinds of channels and services in an electric power communication system is finished. The result of such an analysis can provide evidence for the network optimization and management.Reliability assesment of an actual system shows that the results can provide quantitative analysis references to the operators and dispatchers, help them to discover the weak links in electric power communication network, avoid severe power outages and improve the level of safe operation. The assesment results are of good visuality and comparability. During the trial operation, the software shows good stability.
