At present, the application of independent college and higher vocational education are facing the diversification of students. How to adapt to the "Three-oriented" of the education in our country, implement the teaching principle of" teach students in accordance of their aptitude " more better, fully tap the potential of teachers, mobilize the initiative of study of students, and cultivate the innovative ability, entrepreneurial awareness and creative ability of students are the problems for higher education to be solved. We must implement the teaching mode of credit system in order to further improve the quality of personnel training.We should fully implement the credit system, and the related educational management should also change to information system management.Online Course is one of the security conditions of the credit system teaching model, the evaluation of the development of students is an important function of application of independent college and higher vocational education.In this paper, according to the present situation of the independent colleges of applied and higher vocational education information management, we analyzed the theories and methods of applications and the development of evaluation of the online course selection mode in the independent colleges of applied and higher vocational education. We also studied the problems of online course and student development assessment, designed course selection and evaluation system for these institutions. We also proposed a improved screening algorithm and applied to the course selection modules of the system, designed the evaluation and management module for teachers to custom evaluation of projects and weights, and made the analytic hierarchy process applied to the evaluation of the class.The paper firstly targetedly pointed out that the application of independent college and higher vocational education rarely used the course selection system, and don’t have perfect evaluation system for student development. The paper also described the origin of the history, the theory of student assessment, the related theory and method of the development evaluation, and the method of processing evaluation information.The paper focuses on the key issues in the system, such as the structure design, the workflow design, the database design, the interface design and input-output design of the system. The paper described the key technologies and the application cases for system running in detail, and described the comprehensive course selection and screening algorithm for the demand and implementation of the independent colleges of applied and higher vocational education. By the system, Teachers can custom evaluation of projects and weights, and make the analytic hierarchy process applied to the evaluation. The evaluation management model can maximize the autonomy and flexibility of the evaluation for teachers. The practical application case shows that the system can help the application of independent colleges and vocational colleges for course selection and evaluation of system information, the proposed evaluation model has a certain practical value.
