The Research On The Evaluation Of CIS Based On The TBT

Following the rapid development of the economic globalization of the world And International liberalization of trade, Tariff barriers being cancelled Progressively in international trade,the activity space of the traditional non-tariff trade barriers dwindles day by day.TBT(Technical barriers to trade)is utilized widely more and more, In the seventies there are nearly 10-30Percent TBT in influencing international trade of the non-tariff trade barriers .Since the twenty-first century,this proportion has improved for a considerable large extent. Some developed countries not only have used TTB in a large amount in the trade field of the goods,but also have expanded TBT to service trade and investment field. Besides the definitude regulation of WTO's relevant agreements ,there are many similar contents and stipulates of TBT in more multilateral area and bilateral environmental Protection agreement,intellectual property protection agreement free trade and investment agreement and so on.This article is starting from analyzing the basis of Competitive Intelligence System(CIS) and TBT, in the environment of China's trade tension. Competitive Intelligence System played a necessary role in dealing with TBT. Purpose of this article is no longer to discuss the necessity of the CIS, and CIS is not directly effective, and how to evaluate the performance of CIS.First, determine the indicators of CIS, CIS based on TBT comprehensive evaluation indicators system was established. this paper adopted the Analytic Hierarchy Process and fuzzy comprehensive method, by the experts to analyze the indicators of enterprises, given the level of the indicator values. On this basis, we adopted the model of fuzzy comprehensive evaluation to determine the CIS, integrated assessment model. In order to better assessment of this interpretation and verification, And the TaiGang and its CIS were chosen as an example to be evaluated. The purpose of evaluating the CIS in the trade is to improve the CIS and benefit the enterprise. So strategies of government and enterprise levels were made on the base of the above evaluation in order to improve the CIS .
