Environmental information network system construction, environmental management, office automation, environmental management database system development, GIS applications, environmental information sharing and dissemination, and Internet/Intranet and a series of information technology, network technology development and application, have made it great progress in environmental management has been widely used for environmental management and decision-making provides a good technical service and support.To speed up the environmental pollution control, remote monitoring and control environmental pollution, the State Environmental Protection Administration in2005proposed the "pollution line automatic monitoring (monitoring) transmission standard"(HJ/T212-2005)(hereinafter referred to as "pollution transmission standard") and requires the State to focus on networking as soon as possible sources of pollution enterprises.In this paper, by HJ/T212-2005, HJ/T477-2009standards as a benchmark, a detailed analysis of the composition of the sources of pollution transmission standard, design and implement this standard. In the process of analysis, this paper analyzed the defects of the pollution source transmission standard, and pointed out a series of problems due to defects in the application of the actual project. Finally, the paper based on the formation of the sources of pollution transmission standard products data collection and transmission instrument the whole certification process.
