With increasingly serious environmental problem, the monitoring and control for the emissions of pollutants have become more and more urgent. This paper relying on the project for the development plan of science and technology in Qingdao, has proposed a fusion and monitoring system for remote pollution sources, developed the hardware and software of the system, and realized automatic and real-time monitoring on remote pollution gas concentration. Furthermore, the paper has done some theory pre-research for automatic analysis on smoke dust blackness, studied on suitable algorithm of noise filtering, video segmentation and image fusion, and made some improvement on gas concentration precision relying on multi-sensors data fusion.Video segmentation is applied to smoke dust goal extraction from pollution video in this paper. On the stage of video preprocessing, with the feature of smoke dust video noise, the paper gives PCNN noise filtering algorithm to extract noise. Aiming at the background changing slowly (for example slow change of light and cloud), MOGs is presented to implement the modeling of the background. Then the segmentation is made with background region and extract smoke dust object. Simulation results appear better filtering and segmentation effects.In order to reduce measure errors and get accurate data, the paper respectively carries on fusion to gas concentration and gray images after segmentation with multi-sensors fusion and image fusion. For concentration fusion recursion fusion algorithm based average is put forward, and for smoke dust gray image wavelet fusion algorithm based on neighborhoods average is put forward. Simulation proves that both the algorithms can improve reliability and accuracy of data.The monitoring system transmits data and command by SMS data service of GSM network. Sub-system, composed by 8051 MCU and assistant circuit, can collect environmental data with multiplex channel and transmit it. Hardware of the collector contains high-quality products, including toxic gas electrochemical sensor of City Company in UK, TC35i communication module of Siemens Company in German and so on, which ensure accuracy of measure and stability of data transmission. Up-system is a management information system, developed with VB6.0 and SQL Server 2000. Map control MapX of VB from MapInfo Company adds map function to the system, and makes the display of data more visual. MSComm is applied to the communication between the up-system and sub-system, and realizes automatic data receiving, combined with AT command.
