Design And Implementation Of The Message Service System Of Beijing Municipal Office

Nowadays, office automation,e-government and electronic commerce have been blossoming in today’s era of highly-developed Internet.In this environment, Beijing Municipal Office of SAT has intensively promoted the process of informationization construction and has made great achievements.With the popularity of mobile information service,information service system which is mainly channeled through message service has also got unprecedented development.In recent years, Beijing Municipal Office of SAT has established a CTAIS-centered framework of tax informationization which takes TIPS,online tax declaration,online tax office,general invoice inquiry,electronic tax copy and declaration system as platforms.The problems revealed as the level of informationization improves are as follows:Firstly,the communication channels between taxation bureaus and taxpayers are limited and lack of instantaneousness.Secondly,taxpayers can only passively refer to the systems for results when tansacting business through the online office systems of taxation bureaus which are deficient in flexibility.Thirdly,the communication channels within and between taxation bureaus are also limited to telephones,sending notices and network transmission.This article makes a deep analysis of the current systems and procedures of Beijing Municipal Office of SAT and comes up with an integrated message service system combining a variety of technology which is based on mobile information service technology and J2EE.It’s convenient for taxpayers to transact taxation business through Internet and mobile messages.Because this system adopts mobile message service,it not only provides communication channels which are more flexible and convenient,improving taxpayers’efficiency of transacting taxation business as well as service quality,but also provides taxation bureaus with the real-time surveillance and alarm service and interior notice which improve the efficiency of bureaus and advance the process of informationization construction. This thesis mainly elaborates the following contents:1. Analyzing the current taxation business and procedures of Beijing Municipal Office of SAT;2. Analyzing the key technology of message service system, studying message gateway and system construction based on J2EE technology;3. Designing the framework of message service system;4. Designing and realizing the main modules of message service system;5. Testing the message service system and analyzing the results.With the trail operation and popularity, message service will provide service for more and more people.There will be more and more demands for message service, and people’s requirements for the system will also rise. With the launch of different technology, technology of integrated message service system is going to improve as well.
