3GPP Long Term Evolution (LTE) program is the improvement of the UTRA and UTRAN, it is a whole network technology evolution including core network. Its voice services part would be achieved by VoIP. LTE has two main components, the wireless interface part and the wireless network part. Compare with former technology, LTE only has packet domain, but not have the circuit domain. LTE is the biggest new technology research and development projects3GPP started in the past two years.System-level simulation is a combination of the user and system behavior. It analyze the system coverage, capacity and performance in the point of view of the entire system (including cells and users).It give quantitative analysis of the system parameter settings and provide the basis for wireless network planning and optimization. System-level simulation can simulate the whole system and get system performance under different wireless environments, system load and external interferences, and it can also simulate a separate simulation technology of wireless access system.The main research work of the paper is to design a static Long Term Evolution (LTE) system-level simulation platform based on3GPP specifications. The paper have completed the overall framework of the simulation system and designed the structures of several important modules,then discussed the simulation results of the platform, finally recommendations and outlook of the next step study are given.This paper describes the development of long term evolution(LTE) and key technologies at first, then describes the principles and environment of system-level simulation.At last the paper introduced object-oriented programming ideas used in this platform, including inheritance and polymorphism and other object-oriented programming methods. The chapter four describes the various parts of the simulation platform processes and some important concrete realization of the process modules in detail.
