This paper aims at discussing with layer analysis the presence of "siege" in our country city television ecological system from the media ecology angle. From the angle of legal environment, city TV stations are facing increasing constraints on advertising contents; from the angle of advertisement economics, the attractiveness of advertising contents is weaken; from the angle of audience cultural environment, the aging trend of audience is increasingly obvious; from the angle of industry internal environment, the competitiveness among media is getting fierce. Then pointing out that fully exploring and taking advantage of audience resources, developing emerging media business, implementing talents strengthen TV station" strategies, diversifying business, exploring and utilizing TV shows resources, enhancing the brand shaping will be the badly needed strategies for city TV stations to break out the "siege" in order to survive in the current ecosystem.
