With China’s increasing medical treatment level, strengthening national awarenessof treatment, expanding hospital services and the increasing number of patients, thecharging department as a hospital’s window faces enormous pressure. The previoustraditional model of artificial price estimation and manual charging has become moreand more unable to meet the increasing demands of patients, thus the introduction ofinformation technology in outpatient service charging work becomes a prerequisite forimproving the quality of hospital treatment. The information technology improves theefficiency and quality of outpatient service charging work. The existing charging systemat Hospital due to long-time service, along with the hospital’s outpatient servicecontinuing to change and reform, has been unable to adapt to the hospital’s outpatientservice needs, thus a new charging system is required to fulfill the outpatient servicecharging work. This is a concrete embodiment of the hospital introducing moderntechnology in traditional services, thus having very important practical significance.After investigation, the paper proposes a development model that the hospital staffmembers are responsible for determining the system requirements, the softwarecompany responsible for the design and development and the staff members of thehospital’s technical department are all involved in the design and development process.The thesis describes the background and significance of developing outpatientservice charging system at Hospital, analyzed the status of existing technologies athome and abroad. Starting from analyzing the outpatient charging service, the paper inthe part of needs analysis determines the system’s functional and non-functionalrequirements, the system’s users and gives each user’s use case diagram. In the systemdesign part, the paper gives the system’s software and hardware architecture diagram,details the division of the system’s functional modules, The system is divided into:query management, charge management, statistics management, dictionary management,system management. Each module is subdivided further, query management is dividedinto prescription query, charge item query, and cost fees query. Charge management isdivided into registration fees, collect fee, and refund. Statistical management is divided into statistical report, charges settlement, collect daily, leader report, and workloadstatistics report. Project management is divided into registration departments, collectfees project maintenance. System management is divided into user management, andsystem initialization. Give partial class diagram and timing sequence diagram and basedon the class diagram arrives at the system’s database design. At last, to realize thesystem, give the system function module and interface code, and test the system. Thesystem uses C/S architecture, Oracle for database and PowerBuilder for developmentlanguage, thus having strong scalability, portability and maintainability.The outpatient service charging system studied and designed in the paper based onthe actual needs of Hospital is intended to strengthen the hospital’s outpatient servicecharging capacity, which is still in the phase of analysis and design and expected to beofficially put into use at Hospital by the end of2011, and by then the hospital willreplace the existing charging system with the new one, which will allow the hospital’soutpatient service charging work to upgrade to a much higher level and greatly ease thepressure on hospital staff responsible for outpatient service charging.
