As mobile communications developing into the3G era, the main business of the operators also have been changing from the basic voice services to the broader data services, such as video communication, multimedia messaging, instant messaging, mobile positioning, video-on-demand service, online entertainment, e-commerce, and etc. These data derived value-added services which were developing from the original voice and broadband access business have become a steady growth of operators’ revenues. In contrast, the traditional extensive methods, such as time-based, flat-rate, and volume-based charging, have been unable to meet new requirements of data value-added serviees.In order to meet the different requirements of users, service providers and operators, there have been launched a wide-ranging discussion and in-depth study on the content charging model. And the3GPP (The3rd Generation Partnership Project) gives a recommended standards and models.This thesis first introduces the background and the object of the study, overviews the key technologies of the content charging, and analyses the significance of this study. In order to analyze the design ideas and principles of the content charging, the architecture and the development of the telecommunication billing system is described. The logic structure and functional modules of the popular content charging architectures and the charging messages process are also analyzed. Considering the China Telecom networking standard, this thesis mainly focuses on the design of Hubei Telecom billing scheme based on content, including the network strategy and optimization method. In order to understand the design ideas of Hubei’s content charging solution, the network plan and optimization method of China Mobile and China Unicom are also compared and analyzed in detail. Finally, the test scheme is designed after the content charging system network. The test cases for the main functional modules are presented and the test results are analyzed.
