The Shandong Section project is the main line of the South-to-North Water Diversion. It is an especially large inter-basin water transfer project, which spans3major river basins and14cities, with complex environment and construction condition along the line, as well as numerous water inlet doors. It is extremely hard to implement water resource allocation and water regulation in such a project.Shandong Section project of the South-to-North Water Diversion has the characteristics of long lines, wide range of water delivery, abundant water users, a large number of controlling buildings, a mass of water pollution sources. Numerous factors affect the water transfer plan. The management and system of this project is fairly complex, due to the wide geographical distribution and multi-layers of operation management institutions. After analyzing the requirements of engineering construction and dispatching operation management, it is very necessary to study and build a gate (pump) station automatic monitoring system. In order to achieve the goal of water resources optimal allocation, as well as automatic water regulation and "few or no duty working", the new monitoring system should take full advantages of the modern information gathering technology, the communication network technology and computer control processing technology. Gate (pump) station monitoring system carries out closed-loop automatic control over all of the gate (pump) stations along The South-to-North Water Diversion Project Shandong Section in real time, implementing automatic water delivery, which is the basis for the optimal regulation and improved automation level of operation management for the Shandong Section project. This monitoring system is at the heart of automatic water diversion, which contains both remote and local monitoring system.The name of gate (pump) station monitor system is called from the monitored object perspective, and the common name could be computer monitoring system or automatic monitoring system. In other words, this thesis represents a computer (automatic) monitoring system for gate (pump) station group. Such a system is neither a simple gate station computer (automatic) monitoring system nor a computer (automatic) monitoring system for an individual pump station, but a joint monitoring system for gate (pump) station group, which is aiming at water resources optimal allocation, based on water dispatching model, and utilizing computer (automatic) monitoring technologies.In water resource domain, computer (automatic) monitoring system is usually used for computer (automatic) monitoring of pump station, hydropower station and individual gate station. There are few research papers about the computer (automatic) monitoring of gate station group, and fewer papers about the joint monitoring system for gate station group.This thesis begins with requirements analysis of the gate (pump) station monitoring system, including the operation flows, the data flows, the functional requirements, the performance requirements and security requirements, on the basis of system construction goal and system monitoring objects. Then the thesis represents the overall design and detailed design of the monitoring system. The overall design mainly involves system architecture, system application, and security system. The detailed design mainly involves remote and local monitoring system, and the design of remote monitoring system is the most difficult part and key point. For the remote monitoring system, this thesis discusses the research and design of the representation layer, monitoring layer, data access layer and data source layer. Combined with water regulation model, based on joint scheduling model for gate station group, the gate (pump) monitoring system ultimately achieves the aims of real-time remote monitoring and "few or no duty working" for all of the pumps and important gate stations (outlet doors) along the line of The South-to-North Water Diversion Project Shandong Section.
