In particularly, China’s software outsourcing industry has been developing rapidly, and occupies an irreplaceable position in China’s software industry. Moreover, the growing number of Japanese outsourcing projects becoming faster. With the constant deepening of China’s software outsourcing services, management of outsourcing projects has exposed a lot of problems, including the process management in the development process, there is no standardized management and cause the software product quality cannot be effectively guaranteed. In order to solve these problems, it is necessary to design a complete set of meet the characteristics of the software outsourcing project development and management system. To improve the company-wide project management’s ability to a higher level by such project management system. Thus obtain more trust from the Japanese side, and to further expand the development of China’s outsourcing industry. Through the development of the software outsourcing industry to improve our own software development capability has a positive and far-reaching significance.In this paper, the design of the Japanese outsourcing software project management system is a J2EE-based multi-layer structure, using the Struts framework that based on MVC pattern of design and development. Finally by obtaining and analyzing the system requirements, the Japanese outsourcing software project management system is divided into three modules, which are the progress of the project management module, the quality management module and the quality management module. The progress of the project management module includes organization management, plan management and performance management. The quality management module mainly realizes the quality of data collection and management.The key features include QA management, task management, review management, obstacles management. Quality analysis of the management module is mainly on the basis of the schedule management and quality management data were analyzed and summarized, supervise and control the quality of the various stages throughout the project, the main function of project information management, the generation of a variety of quality chart and projects of all quality management.In this paper, based on understanding of system development background and the demand for system acquisition obtain the system’s requirements. Then through the use case diagram carry on demand analysis, including functional requirements analysis and non-functional requirements analysis. After, on the basis of needs analysis designed the system software architecture and the functional architecture. Later, describes the detailed design and gives the database model. Finally, discussed the deployment diagram, and have a detailed analysis and discussion to the several key issues for the system implementation process.
