The informatization development and construction of banks has become animportant basis for banks to survive. In order to quickly response to the needs ofbusiness development and accelerate the pace of information system construction, thebanking industry actively introduced the IT service outsourcing for their informationsystem.The Project named Cash Management is a key project2014-2015of JilinProvince Rural Credit Union. The project uses the model of cooperative outsourcing.The Science and Technology Dept. of Party A are responsible for the monitoring ofgeneral implementation condition of project and resource coordination; DalianPresoft Co., Ltd. is responsible for the project progress and quality control; HundsunTechnologies Inc. is responsible for the design and development of software project;Beijing Tansun Software Technology Co., Ltd. is responsible for SIT test; Businesspersonnel of Party A is responsible for the demands identification and UAT test. Theproject team has complicated membership, which results in great managementdifficulty. When the project is initiated, the project life cycle is set as ten month,which can’t be changed. With short time, heavy task, a wide range of business needs,and various related systems, it is not difficult to imagine how hard it is to completethe project construction. It is a difficult task to complete the project on schedule,reach the quality standard and stably go into use. Firstly, the paper makes the quality management involved in the constructionprocess of Project of Cash Management Software of Jilin Province Rural CreditUnion as the research mainline. According to “identify problem-analyzeproblem-solve problem”, against a series of problems in aspect of quality, which areexposed in the construction process of project, such as frequent changes, loss offunction, high rate of testing defect, performance non-compliance and deliverableswith” appearance without reality” etc. the author has analyzed some prominentproblems of them.Second, based on project equality management theories and quality controlmethods, the paper covers many aspects such as project quality plan, quality control,quality assurance and quality improvement and so on. The author has made in-depthanalysis on the reasons of quality problems of outsourcing project of cashmanagement of Jilin Province Rural Credit Union. The author has pointed out that,the main problems contain low fault-tolerance rate of project planning, low quality ofteam members, week quality consciousness, non-execution of quality controlmeasures, lack of content review for deliverables, program version managementconfusion, insufficient defect analysis and defect tracking and so on.Third, by referring to successful case overseas in the industry, using defectmanagement tool–HP Quality Center, configuration management tool–IBMRational Team Concert and employing the comprehensive quality management andPDCA cycle theory, the author has formulated feasible quality control improvementplan that fits Jilin Province Rural Credit Union: strengthen personnel training,improve staff’s professionalism and improve their conscientiousness of qualitycontrol; establish process quality test mechanism, review the quality of deliverables;focus on the functional test and performance test, effectively control the defect rateand improve the product processing capacity of software; introduce risk managementand conduct risk assessment and response. The implementation of measures of quality improvement is inseparable from thegreat support from the leaders of Party A and Party B. As a powerful insurance andbackup, they make the team members work together to tackle difficult problems, andthey made joint effort to realize the on-line cash management, trying to the make theproject in a good progress and meet the expected quality goal. Quality improvementis a continuous process, and the end of one stage signifies the start of next stage. Asfor those effective quality management measures, it is necessary to turn them into“organizational wealth”, which can be regarded as the construction standard for JilinRCC project, and provides references and precious experience to the construction ofother projects of Jilin Province Rural Credit Union...
