Highway is playing an increasingly important role in socio-economic as a modern road transportation. Highway can effectively reduce operating costs and shorten the running mileage because of its high speed, large capacity, low transportation costs, traffic safety and so on, and it has communicated various economic regions. It also improves the competitiveness of enterprises, economic development and social progress. Since the first expressway built in1990, China has made great efforts to build the highway and the highway traffic mileage continues to increase. Highway building funds usually come from finance and loans, and to repay the loan there are toll collection stations on the highway to charge passing vehicles. As the scale of highway increases, new demands for the management of highway appear. Highway tolling system is facing many new problems as an important part of the highway management in the new situation. To improve the efficiency of the toll collection work, to standardize the management of the accounts and to enhance their operating efficiency, Tianjin Highway Company proposes the construction of Highway tolling system. After the analysis of the actual needs of the highway toll and business process analysis, this paper design and implementation of a highway tolling system based on J2EE technology solutions.According to the theory of the software life cycle, the whole research process includes requirements analysis, system design, system development and testing. This paper firstly discusses the background of the project and the main problem. Then we use the UML use case model and flow chart to analyze the functional and non-functional requirements of system. After that we design the architecture of system. We firstly make sure the principles and objectives of designing, and then we design the system’s logical architecture and physical architecture. We design the system’s overall business processes through the flow chart and then convert the system use cases to a set of core functional modular. Finally, we divide the function of the system to four layers. After that stage we begin to perform the detail design of the system. In this part we use the UML dynamic diagrams to design of the system’s key functional modules. We define the boundary class, control class and entity class of this system and their interaction. And then we design the method to split the accounts and the data structure of the vehicle traffic rates.During the implementing part, we f irstly discusses the technique, which is actually SSH framework. And then we test the functionality of the system by describing the realization of the system using system function screenshot of each module. Finally, we test the performance of the system and the test data tells that the highway toll system can be stable and reliable under a large scale of operation and greater pressure. Finally, this paper discusses the application prospects of the J2EE-based highway toll system and summarizes the research results of the work. Also we sum up the inadequacies in the design and implementation, and finally describe the good prospect of Electronic Toll Collection.
