With the rapid development of network technology and digital campus, teaching-learning environment in university has been greatly changed. Meanwhile, brings new opportunity for management of teaching in universities. Many colleges have already setup their own campus network and information portal system to realize teaching resource management, but it cannot deal with the dilemma that adopt various teaching resources and difficult to use. In this paper, teaching resources are curriculum-related field and with the network properties resources. As the surge in the amount of information the network and internal accumulation of a large number of teaching resource information in university, described of the teaching resources lack of a unified semantic, lead learners to find relevant learning resources difficultly. Secondly knowledgebase or databases in university is independent, the knowledge is difficult to reused and shared. Secondly, It can’t effectively provide personalized knowledge service.To a great extent, the effectiveness of learners and teachers utilize teaching resources depends on how organize and utilize. At present, teaching resources on network are mostly based on hypertext form, which are simple related web hyperlinks. Topic maps is a standard for the representation and interchange of knowledge, with an emphasis on the find ability of information. Using Topic maps can improve the deficiency of traditional teaching resource management, and provide personalized knowledge service, realize teaching resource shared and reused.In this paper, based on topic maps teaching resources management was studied, the main researching contents are as follows:1. Building topic maps-based teaching resources management system framework. In the environment of teaching resources are widely distributed and storage forms, use a unified way to express teaching resources, on this basis personalized knowledge service was provided for users. Therefore, the architecture includes teaching resources expression, personalized knowledge service.2. Study teaching resources expression based on topic maps. Because teaching resources are widely distributed, diversified forms. Example, text, image, sound, video and so on. If we full apply teaching resources for providing services for teaching and research, the teaching resources were expressed in a unified form.3. Study personalized knowledge service based on topic maps. Provides hot resource discovery and personalized knowledge recommendation for users.
