The publicness plight of modern media is a major problem worldwide, but particularly evident in Taiwan. The development of Taiwan’s political democratization and media liberalization, not only did not bring about notable improvement in the level of media publicness, but led to the chaos of Taiwan media. Therefore, the study of the problem of media publicness in Taiwan has a very clear significance and is the keywords to understand Taiwan’s media environment and to observe Taiwan’s political transition. How to fulfill society’s responsibility between the politics and the business, has become the key issue that Taiwan media faces in the future development and the main direction of Taiwan’s media reform movement.However, the study of the problem of media publicness faces many difficulties in the real environment. What is the media publicness? How to assess the status quo of the problem of media publicness in Taiwan? What factors led to the problem of media publicness in Taiwan? In order to answer these questions, on the basis of understanding the concept and feature of media publicness, I select the case of China Times to analyze the problem of its publicness, investigate factors influencing the publicness of Taiwan media and provide reference for its research.The chapter is organized as follows:The first chapter describes the meaning, purpose, status quo, methods, and structure of Taiwan’s media publicess research. The second chapter talks about the theoretical basis of media publicness, explores the discourse of media publicness by media theories and defines the concept, characteristics and level of analysis of media publicness. The third chapter chooses "China Times" as a case to analyze the problem of media publicness in Taiwan from the four aspects--media system, media practitioners, media audiences and media practice. The fourth chapter is the conclusion, combined with the results of case study to analyze the factors affecting the publicness of Taiwan media, raising my own thinking about the development of the Taiwan media publicness in future. This paper argues that the residual political authority of the media in Taiwan and a strong wave of commercialism, resulting in the generation of issues of media publicness since the lifting of the ban. Imbalance in publical, commercial and political positioning of Taiwan media reflects the immaturity and vulnerability of Taiwan’s democratic development and political transformation. Facing the status quo, media in Taiwan must straighten the position as a social instrument while economically self-sustaining at the same time. The government is also necessary to establish long-term supervision mechanism and the media system valuing both freedom and responsibility. And in the audience-centric modern media environment, the media literacy of audience is the base to improve media publicness.
