At the same time, based on the case, form three aspects of Range of topics, subject positioning, mind permeation, this paper tries to describe and explain the transformation and differentiation of Television Civil News which is being carried out quietly, and reflect on it from the theoretical level.On the basis of the examination on the specific "context" where the Television Civil News exists and the transformation and differentiation which is being carried out, this paper insists that only do we start form the public rather than the masses, by focusing in daily life turn to focusing in public life, from the present popularity go back to the pulicity of mass media indeed, the Television Civil News could realize their own "Nirvana".
