Study On The Utilization Of The Foreign Electronic Resources In University Libraries Of Anhui Province

With the rapid development of the Internet and IT, and the scientific researchers’requirements of information flowing fast and efficiently, the structure of library resources have made big changes. Beginning in the late20th century, a large number of electronic resources have entered into the library in a different way, and become an essential part of modern library resources. The emergence of electronic resources and its penetration in library significantly changed the information resources layout structure of the library, enriched the collection mode, service manner and method of using the library, so it have exerted profound influence on Library.Compared with Chinese electronic resources, foreign electronic resources can reflect the latest developments and achievements of science and technology in the world timelier, so it has become an important reference resource in the teaching and scientific research of universities. It is an important source for college teaching and scientific researchers to obtain information of foreign science and technology, and it is an important content of the information resources construction in the universities. Foreign electronic resources meet the high level demand of scientific research and teaching of universities, and occupy an absolute majority of the funds of library digital resources construction. However, the cost is very much with little success. The utilization rate of foreign electronic resources is generally low, far less than the Chinese electronic resources utilization rate. In view of this phenomenon, it is necessary for every university to think how to layout and introduce the foreign resources, especially how to make best use of the resources according to the characteristics of each resource in the condition of the importance and the high input of foreign electronic resources.Based on the above background, this paper summarizes and describes the introduction, management and utilization of the domestic and foreign electronic resources in university libraries. On the basis of the survey of nine key universities in Anhui region, on the one hand, through the actual survey of the purchase, management and utilization of foreign electronic resources in Anhui nine key university libraries, the paper obtains the objective problems through the statistical data from the survey, on the other hand, through the questionnaire about foreign electronic resources for the user groups of college library survey, the paper concludes the influencing factors for using foreign electronic resources. Finally, the paper puts forward some the countermeasures to improve the utilization of foreign electronic resources in university libraries, in order to provide a reference for the theoretical research of foreign electronic resources, as well as provide the related reference in practical work for Anhui province and other similar university libraries.This paper is divided into six parts:The first part is the introduction. It introduces the background and the significance, contents, research methods and the innovation of this topic, and then comb and summarizes the relevant theories and present practice of domestic and foreign research.The second part is the definition of related concepts. It elaborates the definition of electronic resources and foreign electronic resources, its types, characteristics and the importance for the development of universities, particularly discusses the present situation of introduction and management of foreign electronic resources in our country, mainly on the introduction of CALIS group purchasing.The third part is the present situation investigation. Through the actual survey of the purchase, management and utilization of foreign electronic resources in Anhui nine key university libraries, the paper obtains the objective problems through the statistical data from the survey.The fourth part is the analysis of the influencing factors. Through the questionnaire about foreign electronic resources for the user groups of college library survey, the paper concludes the influencing factors for using foreign electronic resources.The fifth part is the countermeasures and suggestions. It is the focus of this paper, according to the problems of the third and fourth part, the paper puts forward the corresponding measures and suggestions.The last part is the conclusion. It summarizes this paper, points out some deficiencies of this research, and prospects the further research.
