China’s Network has gone through a drastic shock in2010, with the incidence of3Q Battle, Mengniu framed door case, netizens have fully apprehended that the network, which offers platform for free public opinions, is of chaos and insecurity as well. As the cases gradually came to be lucid and finally solved, Chinese authorized media like China News Agency, CCTV, Southern Week etc. had intensively covered the latent "Network Navy", which specializes in setting and guiding the public opinions for a certain purposes. Southern Week sighed in a passage subtitled with "Flooded Web" that "while people are enjoying the convenient technology for speaking out freely in the Network Era, it’s getting more difficult for them to know the truth."From this point, this issue is trying to figure out The Network Navy’s approaches of guiding the public opinions, and why do these ways come to success by analyzing the inner relationship of the Network Navy, their activities and characteristics. Through communications with the managers of network marketing, the governors of the Network Navy, and observations of the concrete behaviors of the Network Navy, the writer of this issue come to be learn that there are two steps for the Network Navy to guide the public opinions:the attraction of topics and the guide of opinions. During the interview with the manager of the network marketing, the writer learns that the Network Navy firstly would release a sound amount of messages alike through network community, the social network and web, etc. thus the netziens would be attracted and the topics would be formed. Secondly, with cosplay, emotion recognition, reasonably logical expressions and the forged discussions, the latent Network Navy further influences the netizen’s thinking, and the public opinions.For further analyzing the reasons of success of the Network Navy’s behaviors, the writer brings in the communication characteristics of the complex network and the relative theories of group psychology. Comparing with these theories, the writer recognizes that the characteristics of the complex network:small world, non-scale communication and preferred links pave the way to success for the Network Navy.Along with the coming of web2.0era, characteristics of the network provide the Network Navy with a certain benefits, however, thus also help the netizens to show their power. For this reason, the writer views that the management of the network navy should center on the specific problems not the network itself. With the exposure by the media and the majority’s developing acknowledgement, the concealment of the latent network navy is no longer positive. So, exposure and management of the network navy might reduce the organization’s credibility, and then lead it to the range of control. Positively speaking, if the network navy would be organized efficiently, and used for normal network marketing, the network navy might be a fruitful marketing method.
