The internet is famous for its obvious characteristics, such as promptitude, multimedia and so on. People begin to call it "the forth media", because it rewrote the history of mass media. And the most important significance of the internet is that it created an open platform for communicating information.On the internet, the relative monopoly of public opinions by the traditional Medias is broken. The diversity of the way of communicating information promotes the equality of expressing, and the anonymity makes "speaker" obtain more sense of security. These changes cause it remarkable enhancement for the position of network opinions. In this paper the author mainly studied the present condition of network opinions in China and how to guide this sort of public opinions.In chapter 1, the definition of network opinions was expounded, and the features of network opinions were analyzed, for example, the abundance of information, the spontaneity of discussion and so on.In chapter 2, through concrete research, the author analyzed in this paper the influence of network opinions, including positive aspect and negative aspect. Meanwhile, these also proved the necessity of the guidance of network opinions.In chapter 3, the author mainly discussed the new feature of network opinions and new difficulty of guiding network opinions in China.The last chapter is the focal point of this paper. It briefly discussed how to guide network opinions. Based on the detailed analysis of present situation of network opinions, some suggestions were put forward:1, Strengthen the construction of online media. Use the voice of the main websites to influence network opinions, and take advantage of the great influence of main online media to attract people and guide people do right judgment by themselves.2, Strengthen the control of BBS. The management is mainly soft guidance, but not hard control.3, Use stereoscopic way to guide network opinions, together with traditional mass media.4, Filter information by using technological means.5, Build up the management system on the internet. We should improve the process of legislation about network opinions, and strengthen the construction of concept about self-discipline.6, Strengthen the construction of person of ability.7, The government should truly make known to the public their affairs, improve the system of providing public information.Basically, the most important way is to strengthen the construction of online media. By attracting people with the trademark of main online media, we can keep the power of taking initiative of guiding network opinions.As the time going, the internet has become more and more important to ideology. We must put great importance on network opinions, keep the power to take initiative of guiding network opinions tightly and do well in propaganda on internet.
