Since1970s, with the rapid development of China’s economy, the need of energy has a multiple growth. To meet the national demand of energy, the states and local governments have invested large sums of money on the mine construction. But the project of mine construction is a very complex process. The project needs too much investment from the government and also it’s a long duration from the construction of mines to the production of coal.Because of the whole process of mine construction is mainly under the ground, the work environment is relatively poor and it is also affected by the topography,climate and other factors.Because these factors are strong uncertainly, it is difficult to ensure no mistakes when working. So the investment for the construction, the duration of construction and the management of the construction’s quality become more important. The managers of construction need to make the plan beforehand, control the whole progress of the project and distribute the resource scientifically during the construction process.At present, there are more researches on project management and scheduling of resources in foreign, but it is far less in China. With the mine construction project has its own unique properties and features, it is particularly urgent to research and develop the management platform and software for mine construction.This paper focus on the projcet management and the scheduling of resources of mine construction.The paper endeavor in three types of the mine constructions (the civil construction, the mine construction, the mechanical construction). We draw the double-node neetwork programs by calculating the critical path of the project and use the resource-leveling and cost-optimal of scheduling of resources to manage the whole project. The main researches of this paper as follows:(1) First we introdue the basic principles of the Critical Path Method and Program Evaluation Review Technique and their importance in the management of a project. (2) Then we research the scheduling theory. we introduce and analyze the applicaion of the TOPSIS method based on the MADM (Multiple Attribute Decision Making) and research the similarity between the ACO (Ant Colony Optimization) and the scheduling of project resources.(3) Next we research the method of optimizing virtual operation and achieve the drawing of the critical path and the double-node network diagram.(4) Finally, we analysis and research the optimization methods on resource-leveling and cost-optimal in the management of the scheduling of resources.The application of the paper is developed by C#with Visual2008. It acheives the calculation of critical path and the drawing of the double-node network diagram. It also shedules the resources by the two optimization methods.
