Since China's reform and opening up, urban construction, earth-shaking changes. Public security video surveillance project is strengthened gradually, But there is a great distance with the international management. Especially in the project plan control has many problem. The author of G company has been committed to the construction of public security CCTV project. In May 2015 in the PD security high-definition image overlay projects, this project as an example the author of the project progress control in-depth study.In the large range of project management responsibilities, the most important part is that the project schedule is properly planned and controlled. Suitable plan and the efficiency of the control is the key link to ensure that the project can be finished according to the customer expectations. The Critical Chain Method is a new method of schedule management and has been successfully applied in the project practice. By setting the buffers to absorb the risk of delays and monitoring the buffers to implement the early warning mechanism.In this Article, The Critical Chain management method was applied to the PD public security video images that monitors the progress of the management practice. The first part talks about the progress of the project management is studied in this paper, then focused on the tools and methods of the schedule control, and analyzed the limitations of traditional methods. The second part expounds the theoretical foundation of Critical Project Method Management, From the identification of critical chain method, the buffer size setting and buffer early warning mechanism, the paper were all discuss in details from those aspects. The final part applies the practical engineering project and to the improved critical chain management method. This analysis suggest that we can successfully identify the areas that reflects the “bottleneck” challenges, identify the critical chain method, set the buffer, prepare the project, and monitors the buffers to implement schedule control.In conclusion, this paper discussed the Monte Carlo Theory and its methods, and analyzes the pros and cons in comparison of using the CRYSTAL BALL software to build the MCML-Monte Carlo model. The analysis carried out the simulation of PD HD video image monitoring which is responsible for the author to ensure the project could be completed on schedule. The results reflect that the Monte Carlo Simulation made the project schedule evaluation of the complicated quantitative analysis simple, convenient, and the results are more accurate and reliable.
