With the vigorous development of China's economy, various topics and research projects are gradually increasing. Scientific management methods have become an important part of the project quality. PERT (Program Evaluation and Review Technique, PERT) has a wide range of application as an important means of program management; the technology is widely used in unit operations, product development, production organization, management, technological innovation, as well as all aspects of daily life. The implementation of PERT and the description of network planning are inseparable. Usually network program is expressed with dual-code network graph at home. Dual-code network graph connects the various pieces of work of project plan into an organic whole; it reflects interdependent relationship between the work pieces accurately. Through the calculation of the time parameters of network program, network program graph can reflect the full picture of the whole project, and then the using of mathematical methods, to analyze various aspects of program graph, the result points out the overall work and the key lines which have impact for the overall. It's favorable to grasp the principal contradiction, ensure that the project cycle and avoid blind construction. At the same time, the network program show mobile time of each work. So project managers know to where to start can be shortened from the project and how to make better use of manpower and equipment. In the course of the implementation of the plan, when an advance or delay the work, the manager can foresee the impact for follow-up work. The application of program evaluation and review technology enhance the tracking of network program management, and facilitate the optimization and adjustment of the project, and achieved a good, fast and the overall effect.Paper first briefly reviewed the role and significance of PERT in project management, and analyzed the current status of domestic and foreign research. Then focused on network program graph automatic mapping technology and the program evaluation and review technique base on dynamic condition. Finally, paper described the design and function of project manager software.The main innovation of the paper is as follows:(1) Network program have to display for real-time and modify dynamically in the implementation process, paper propose a new automatically mapping technology for network graph.Computer management mapping for dual-code network graph is the basis of the entire project program. The key of scientific management is using the network plans to describe the project plan accurately and reasonably. The mapping for dual-code network graph is related to automatic id of network element, fixing element position and the design of graphics editor. The new mapping technology can generate a standardized network plan graph. The graph has reasonable number, fixing position quickly, less crossing and uniform distribution of the arrows and lines. Network graph editor used the form of man-machine dialogue and interactive graphics changes, then storage revised parameters promptly and update network program opportunely. This dynamic condition mapping technology in favor of re-evaluation of the projects so that managers make the right adjustments for the ever-changing plans. Examples prove that the technology meet the application of network program better.(2) Time and other factors may affect the progress of the network program, which may lead to the whole project inconsistent with the desired objectives. In order to facilitate the project managers to better grasp the progress of the project, Paper presents the methods and the evaluation parameters of network program in a dynamic condition.Network plan is not static. Real-time assessment the progress of the project and analysis is essential for dynamically generated map of the network program, which can help project managers improve the adaptability of network planning. Program evaluation and review is built on the variety of time parameter of network program graph, and the time parameters including the earliest start time, the earliest completion time, latest start time and completion time of the incident and the work. These parameters which are based on the overall network analysis are the basis of progress of the project. In response to these time parameters are given a number of evaluation methods, such as the probability of the completion of the time, the work of well-off rate of the time, and the probability of the work for specified path completed and the project completion time. The use of these dynamic feedback can progress rapidly to understand the situation, so that the deviations or planned changes in a timely manner to adjust and improve the predictability of the network program.Paper points to the analysis and calculation for the examples of innovative; the experimental results show that the using of new technologies and methods is better for project management to meet the actual needs. At the same time, the new technology enable managers have better overview of the overall situation, a clear emergency, the coordination of the progress, and better organization of work to complete the task.
