NGO In The Cause Of Contemporary Library And Its Maximum Implementation Model Concept

NGO is one that is not for the purpose of making profit, it is not a part of the government departments of the association, nonprofit company or other legal person. The grass-roots library in our country develops slowly. NGO is a project for public benefits, and so do library. By2010, there were2,0000libraries aided by54NGOs Nearly300million Yuan was invested, and books over copies were donated in these libraries. They provide volunteer service of nearly20000people.Based on the investigation of the54library NGO, this paper focuses on12organizations of NGO librarianship. The usual ways to join in the construction of library are as follows. First, to assist the hardware construction of the library, second, to help improving the soft power of the library, third, to participate in skills training of library readers and etc. The characteristics of library NGO mainly reflected on participatory, sustainable, network interaction and bottom-up. The NGO satisfied internal demand of Chinese library development, weakened the government intervention of basic level culture, and contributed to the course of Chinese library with international standards.However, the development of Library NGO in China encountered many of the bottlenecks, such as the shortage of funding sources&volunteers, the short-term, limitation of national laws and policies. For the purpose of overcoming the limitation, the author puts forward some resolutions:to seek government financial assistance, to take the road of reasonable credit model and etc. As for the Volunteers, NGO library should depend on the awakening of civic consciousness, looking for fitted volunteers. The government should reform the dual management system.This paper presents an ideal concept of Library NGO Association in China. The libraries NGOs as members of the Association unit, the General Assembly elected the president and director of the Association. The organization affords the necessary duties. It should afford the necessary duties of becoming a National information-sharing center, and etc. Chinese Association of Library NGO would be a association of forward-vision, so as to introduce the NGO forces to the library cause, and make full use of them.
