Accompanying with the modernization of meteorological system, the scale of local areanetwork of Jilin Province Meteorological Administration (JLMA) and the wide area networklinking province and city system becomes larger and larger; in the mean time, informationsharing network between meteorological and other industry becomes more than before. As aresult, it is an important work to efficiently manage network and enhance the efficiency andquality of network management so as to guarantee network running with high efficiency andreliability. Network administrators need to know the working state of wide area networklinking China Meteorological Administration (CMA) and JLMA and city meteorologicaladministrations and county administrations, sharing network between meteorological andother industry, the JLMA inner network, and network of units directly attached to JLMA;network administrators also need to the information flow of network device port; in the meantime, network administrators are required find and fix the malfunction at the first time so as toguarantee the stable working of the meteorological operational network. Currently, networkadministrators usually process malfunction after it is reported, and as a result malfunction cannot be found at the first time. Especially, when network computer infected by virus andposition of switch port need to be located, only telnet network commands can be usedrespectively to inspect flow of each ports, which will be compared comprehensively. As aresult, it is a complicated process to fix network malfunction.Therefore, according to the demands of meteorological operations, JLMA organizestechnicians to develop the System for Monitoring of Meteorological Network Based on WEBService (SMBW), through applying SNMP protocol to visit MIB information base of networkdevice[1], which can in real time display, in automatically formed network topology graph, theworking state of links, network devices, servers, VPN backup network, and real scenerymonitoring equipment of observation field, as well as information flow of network device portand state of IP address[2]. The SMBW can also inform network administrators with differentways when malfunction rises. By using monitoring platform, network administrators cancontrol and manage network devices so as to actively find and simply fix malfunctions.The SMBW mainly in real time monitors and manages the communication operations of Jilin Province meteorological network and provides network supports for the transmission ofmeteorological observation data as well as forecast and service reports. Monitoring of therunning of meteorological network, measurement of network flow, monitoring of videosystem, and monitoring of servers have become more important in Jilin Provincemeteorological network. Along with the rapid development of network technology, networkmanagement has become more difficult. Network administrators need a functional tool helphuman being labor and collect current state and activity of members of network. In the meantime, because of the appearance of switched network, common network report collector hasbeen not able to snap the flow of the whole network. Therefore, a SMBW are required bedeveloped to meet the growing demand of meteorological work.On the basis of intensive review of history documents, the author summarizes themonitoring system for meteorological network at first and then analyzes in depth the systemstructure of meteorological network, Sql Server Design, network monitor module Design,alarm module Design and Web service application. Finally, a monitor system fit for JilinProvince meteorological network is designed and implemented, which supports broadnetwork activities and protocols. According to the information output of the system,network can be optimized and managed. The system also can in real time monitors andmanages the operational network servers and video system.
