With the continuous progress of scientific technology, the computer and communicationtechnologies develop rapidly. Mankind has entered the network and digital age, and ourworking and living style has undergone tremendous change. Because of the popularization ofcomputer technology, management idea and mode of all walks of life will transform fromtraditional method to information technology. The application of computer technology toscientific management makes the enterprise management more standardized and intelligent,which has been regarded as consistent management idea by the business leaders in all fields.Oilfield construction has the characteristics of wide ranges, long distance and longproject cycle. The numerous involved departments and the complexity of the personnelstructure cause the complexity of various situations and the difficulty of management. Thetraditional extensive management mode results in lower economic efficiency of enterprises,even the loss. The increasing complexity of engineering project has put forward new demandson project management modes and techniques, therefore the computers have been graduallyused to manage project progress, cost estimates, materials, financial and other business relatedto project management in various enterprises, but still there are some problems. All softwareis used alone, or even stand-alone operation, the project progress can not be fully reflected,therefore the computers only play the role of data processing, but not objectively and timelyanalyze the project, and consequently the project can not be effectively controlled underconstruction. How to combine the resources through the computer network and no longerenable the data of departments become information “islands”? The Ministry of Constructionissued“The construction general contracting business premium quality standarimplementation measures” in December2010, in which the specific evaluation criteria andrequirements are put forward for premium quality enterprise management informationization,and the enterprise network construction, enterprise portal infrastructure construction, project management platform and office platforms are included in the evaluation ofthe informationization. Comprehensive information management becomes the mandatorytarget for a large construction enterprise qualification, which shows the industryhas entered the door of the project management informationization to respondto the modern construction projects with longer and longer duration, investment scaleexpansion and more complicated project objectives. In this paper, a Windows operatingsystem based solution for the oilfield construction project management system with NETFramework, Application B/S mode and back-end using the Microsoft SQL Serverdatabase to achieve data logic is addressed through the research and analysis on thecompany’s existing workflow. Taking project management as center and cost management askey point, the system grasps three control points—construction schedule, materials andcontract. The management modules include bid management, contract management, costmanagement, material management, schedule management, equipment management, qualitymanagement and completion data management. The system adopted advanced technology hasthe interface ease to operate and system security and stability, which effectivelymeets the internal resources to be fully shared and realizes dynamic management andcontrol of the project implementation schedule, cost and quality. The system not only solvesconstruction production management of the single project, but also solves the problem ofmulti-project group engineering management, which becomes the common projectmanagement information platform used by company decision-making layer, businessmanagement layer, project execution layer, and plays a greater role in standardizing enterprisemanagement, optimizing the structure and enhancing the competitiveness.
