Nowadays, with the development of the band is broad, business are fused and user equipment is intelligent, the security of the wireless communication has been an important issue which was paid much attention by telecommunications industries. As the next generation mobile communication for railway, LTE-R needs high reliability and high security. In order to protect the security of communication services and trains, it better to build and deploy a system-level security system end-to-end.The working method of traditional security is experiential, isolation, and passivity, what is worse, it don’t care much for security and lack further survey and study. For fear of fill the holes everywhere when the LTE-R is used, we must establish a scheme to analyze and estimate the network security, and take some measure to control the risks. In addition, we will try to set up a scheme which can forecast the risk.Firstly, this dissertation introduces the LTE-R system. Secondly, and analyzes the security of LTE-R communication system by the preliminary hazard analysis(PHA), and then state the main factors that influence systemic security, the happening possibility of every factors and the dangerous level. Thirdly, According to the security analysis results, from two levels of access network and core network, this dissertation carried out some detail security designs on the network security which is high risk rating. In the access network layer design, this dissertations put forward a distributed base station with the site to double-layer ring networking solutions, which can enhance the cover effectively, and provide an ideal solution for the railway line, hub field, station area and so on. Using the disaster recovery solutions in the core network layer, can effectively prevent the large-scale interruptions of the service caused by disasters and business congestion problems, thus greatly improving the security of the network. Finally, from the services safety, equipment safety, networks security and management security, this dissertations estimate the security of the LTE-R communication system network by the method of the multilevel grey comprehensive evaluation. It takes the method of multilevel model to calculate the weight of evaluation indicators, and using the grey evaluation model calculates the matrix of the grey evaluation weight, and then evaluates the security of the entire system. According to the comprehensive assessment result, it can indicate each index and the LTE-R system security status, and it will provide reference for further Improvement and optimization. With the aid of the proposed dynamic assessment process model, through the cycle of evaluation, improvement and optimization, it can upgrade LTE-R system security continually.
