Port enterprise which has an irreplaceable role in the domestic and international trade is an important node in the logistics chain. The large port or small port in the port industry, development speed of their business is fast and flexible, so the needs of port information construction are equally pressing. However, the traditional information construction has many defects such as a large initial investment, long construction period, many difficulties of the post-system maintenance and upgrade, IT can not be aligned with business and most of the port enterprises showing the status of the lower level of information. However the business of the port complex and need to collaborate with the Port Authority, Maritime Safety Administration and other departments, low level of information making the port difficult to efficiently operation. They need a flexible IT infrastructure to the face of business changes or new requirements, which can increase port’s core competitiveness, enhance economic efficiency. For small and medium-sized port, the preliminary huge IT investment and the huge cost for the maintenance of infrastructure makes they overwhelmed, that seriously restricting their development, also contributed to the resources of the port industry as a whole has not been effective integration and even vicious competition.This paper make a detailed analysis of port comprehensive management system, and summed up the problems of port comprehensive management and port bottlenecks in the development. Through the close connection of cloud computing application architecture and the actual needs of the port enterprises, then using the SOA thinking and virtualization technology, finally finished the cloud architecture program of the port comprehensive management system, and made a detailed discussion of the cloud architecture and its implementation. The implementation of this architecture can implement process reengineering and optimization and port comprehensive management system is more flexible to improve the sensitivity of the port business change. Sharing of information with the outside department (the Port Authority, Maritime Safety Administration, Customs, etc.) can improve the efficiency of collaboration between ports and external department, speed up the logistics of the port speed, and improve the port’s core competitiveness and customer satisfaction.At the same time, For small and medium-sized port, cloud computing as an emerging IT implementations, provide the computing power and storage capacity as a service like water, electricity and other infrastructure, they can buy when they need, so as to greatly reduce the upfront investment and post-maintenance costs, improve resource utilization, and enable them to get better IT services with less input, allowing it to concentrate on core business the development.
