Research Of The New Rural Cooperative Medical Information System Integration

In the new5years plan of Human resources and informatization construction of social security which released by the Ministry of Human Resources and Social Security in September2011, for the new rural cooperative medical information system requirements including followings:to speed up researching related information standard of the medical network settlement and collaboration mechanism of different regions among the management organizations of the new rural cooperative medical system, to generally accomplish medical settlement system construction in the province and set up the trans-provincial different regions’ medical settelement system and to fulfill progressively application connection with the new type of rural cooperative medical care system among the social security systems, and to promote urban and rural medical insurance work. Pointing out that the development trend of the new rural cooperative medical information system is to move forward on improving integration constantly. At present, construction of the new rural cooperative and medical information system has made great achievements, but still has the problems of imbalant regional construction, obvious information isolation phenomenon, lagging construction schedule and unsynchronised medical information system construction, ect. Otherwise, in the course of system integration, we are confronted with the tough challenges of standardized obstacles, long cycle, high cost and high complexity, ect.The paper applys knowledge of the medical information and Health service management to study the integration of health information system and the new rural cooperative medical system to provide theoretical evaluation tools and technological solutions for the integration of the new rural cooperative medical system. The main research work includes the following aspects:(1) To review policy, development tendency, current situation and features of the new rural cooperative medical information system, and to analyze necessity and risk of the integration of the new rural cooperative medical information system.(2) To analyze and review related research of health information system and construction progress of the health information system construction at home and abroad, to thoroughly analyze the system interoperability theory which use in the health information system and the scheme of the information system integration.(3) Propose assessment model which based on using for the status assessment of health information systemic integration of the interoperability level, propose information systemic integration model which based on the interoperability level to be tools and way of guiding the systemic integration implementation. The assessment model divides interoperability level of health information systemic into six levels to provide the basis for the present information systemic integration assessment and the goal programming. Through the division of the link layer, syntactic layer, semantic layer, affair layer and flow layer, integration model are in the corresponding all levels of heterogeneous puzzles of interoperability information system to fufill semantic consistency among information system and interaction of work processes.(4) Using assessment model theory which based on interoperability level to evaluate the new rural cooperative medical information system, analyzing general integration requirements of the new rural cooperative medical information system, proposing work processes redefinition which based on the abstract affairs module is of great significance for adapting to the business organization and external environment change.(5) Using integration model design which based on interoperability level to design integration platform of the new rural cooperative and medical information system, and describing the overall design and detailed design of the integration platform. Using the example of information system to test the background and key components of integration platform, have verified the ability of flow level interoperability, and revealed the ability to approach global level interoperability primarily.The research is to provide theoretical guidance and technical support for the integration of the new rural cooperative and medical information system, to attain to the puipose of promoting further expand for the different land cure and real-time node of the new rural cooperative and medical system, promoting the enhancement service level and supervision level of the new rural cooperative and medical information system, and the purpose of promoting the connection of the new rural cooperative and medical information system with other health service information system and medical insurance information system.
