Begin with March,2011the Chongqing TV has been reforming its style. In order to build the first commonweal flat and add more enthusiasm on Public Space theory, it commonweals the media recourses, removes overall advertisement and commerce. This reform arose an extend discussion in society. How the study area would judge and determine this reform? And for the kinds of elements in this media reform, such as advertisement and media Public area, Cultural Consumption and Cultural Animadversion, the Government Control and Market, Communication and Public Entertainment, and so on, how to review their initial dynamic relations from their apparent phenomenon and form? Hoe to build a future Chinese commonweal flat and strengthen the Chinese media’s Public in the form of Pubic area? Whether the Chongqing TV would fulfill the validity under the Public Area? Although this is another ordinary practice in media, it also brings us numbers of relative thoughts and research problem between Chinese media and Public Area.For now, this reform has been tested for a whole year and it seems to generate a primary status or a new circle of reform. However, Chongqing TV hasn’t finished its reform during2008-2011. It only took concern and research only by clerisy after all. It will be a real mode for now and future research. And the text is just the reform phase which contact past and future, to experience and witness the tender or huge change in Chongqing media.As based on such approachable time and location, as instant experienced perwson, we can reconsider the Chinese local media practice, Chinese public organizational system, and Chinese public area, to form a kind of Public Area media practice, then to consider a future study of Public by this media practice and contrast. Finally, the Chinese media public practice can be judged as a study theory and a blur suppose for the Chinese public area. The outline of this text is following:Introduction:this part mainly claries the required factors in Chongqing TV’s Commonweal, which are needed to do research and the reason of it. It demarcates the research background and motivation, research actuality, the text characteristics.The first chapter:pass judgment on and build the relative theory. This part mainly reviews the Chongqing TV’s practice on Public Area, and peel the relative theory on Chinese media surroundings to form an outline of the Second chapter and a theory foundation of the Third chapter.The Second Chapter:do research and judgment on Chongqing TV’s reform. This part introduces the details of Chongqing TV’s reform policy in March,2011, and does a kind of research on the apparent change. Finally, this part finds out and clarifies the advertisements, public, commerce; market adjust, country machine, Chinese media system; consumption of red culture, propaganda and public opinion, rational animadversion; communication (News), public entertainment (No entertainment and teleplay), public; problem of audience rating and etc. The Chongqing TV’s reform can be done a scientific judgments only by realize the inner relation of media practice.The Third Chapter:the "idealism reverie" of future public media flat. This part takes a valuable and false experience by the research which the former chapter has done. It does a contrast between on Chinese public TV and foreign public TV (BBC especially) on public, system, technology, content, and get a technology guide line and "idealism" outline for the Chinese public flat system.The Four Chapter:Epilogue.
