SGSN is an important network node, which completes mobility management of MS/UE and takes charge of sending and receiving mobile packet data between MS/UE and GGSN. Likewise, as a control plane network node which completes mobility management and bearer management, MME is a important network node in EPS. IF the SGSN and MME malfunction, there will be an enormous impact to the network. To avoid this disaster, SGSN and MME should be load balanced. This function can be achieved by SGSN Pool and MME Pool. SGSN Pool and MME Pool is realized by intra domain connection of RAN nodes to multiple CN nodes. When an MS/UE accesses to a SGSN Pool, BSC/RNC can choose a SGSN for for the MS/UE according to the load of each SGSN in the Pool. MME Pool shows similar functions.This paper studies network architecture, technical features and functional advantages of SGSN Pool and MME Pool and describes the MSB solution proposed by 3GPP to solve the inter-system mobility between the 2G/3G and LET network. Because of the conflict between MSB=0/1 rule and MSB, deploying in existing network, this paper proposes a new solution, using reserved bits of an information element in NAS signalling to deal with the confusion between different network temporary identities.This paper alsogives the performance comparison, functional verification of the solution, and the operation of CN nodes.This paper is proposed an multi-factor-based dynamic load balancing algorithm based on the research on existing single-factor-based load balancing algorithm in core network packet switched domain of mobile communication system. This paper analysed various indicators which used to measure SGSN load and MME load in the current network and used several key indicators which affect equipment performance most as the main weighting factors. This paper is proposed a multi-factor-based load balancing function based on the quantitative analysis of these four indicators using AHP. The radio access network node chooses a SGSN in SGSN Pool based on the weight calculated by the multi-factor-based load balancing function. Finally, the simulation proves the good performance of this algorithm.
