The development of economic globalization brings enterprises a wider market and more drastic competitions as well. As a bridge between production and sales department, whether logistic department can deliver the products by right way in right time is so important to win the game. At these years, the transportation has being developed very quickly in domestic, but there are still some problems, for there isn’t a clear guideline, the transportation is used blindly, and people still can’t monitor the status of the product on way any time. So logistic is slow to the market and can do nothing with the exception on the way. And in CLC, in house transport and loading there are some inefficiencies too. So we can do some improves in this points.Geographic Information System is a new technology in IT domain. It can get the data quickly from huge database, provide a strong support and great convenience to user. At the same time, by using GPS, RFID tech, GIS system can monitor the goods in transporting at any time. So a management system based on GIS will optimize the operation for enterprise greatly.This time, I will introduce the situation of the enterprise, list out the problems they meet, clarify the necessary of optimizing the logistic operation. Then follow the whole process to analysis every part:routing design, CLC management, loading management, etc. Build the structure of whole system, then design every sub-system, especial for routing design and CLC management. The application of GIS tech will be used and explain in routing management and transportation monitor sub-system. At the last, the potential of optimizing system will be introduced, and the efficiency will be evaluted.
