With the quickly developments of economical level and science and technology, people are highly strict in safety precautions. Taking high-tech measures to defend and prevent the crimes has been the normality in the security domain. So video surveillance system has been widely used. The developments of video surveillance system have grown up through three stages—Local analog video surveillance system, Local digital video surveillance system and network video surveillance system.The author connects this article with his work and takes the project -“Digital Surveillance Management system in Radio Station Bureau of NATIONAL BROADCAST GENERAL ADMINISTRATION”as the background, and researches and materializes Distributed remote video monitoring system by contraposing problems of decentralization of the Users of the site﹑network Bandwidth congestion and badly scalability of original system and the monitoring of large-scale users. Distributed remote video monitoring system connects many technologies in many aspects, such as the multimedia technology, digital image processing technology and internet transmission technology. Distributed remote video monitoring system is also the expansion and the development of network video surveillance system.This article interprets the study and development achievements of the project in particular and explains around achievement progress of it. First of all, the article introduces the present conditions of the network video surveillance technology at home and abroad, and the overall design train of thought of the software platform, and some related key technologies. In order to fulfill the users’needs more exactly, we do a lot of preparing works in view of the characteristics of the hardware platform and network environment at earlier stage of the software development and conduct flow design and demand analysis particularly in some respects such as user interface, user management compatible equipment management, video and store. Then we begin to carry out program development by steps according to the result of demand analysis and apply some key technologies. We can adopt C/S and B/S Mixed structure to realize the centralized management, simplify the client computer loads and reduce the costs and workload of the system maintenance. We can adopt COM Programming model and Net Framework Software Integrated Platform. We can also adopt SQL Server 2005 to manage large relational database. Finally, we explain the software adjustment. We put the software to function test, integrated test an performance test by adopting performance test tool Load Runner and defect management tool BMS(Bug Management System). And according to the functional demand definition in the demand document, we can turn it into test case for software test. In this article, the author discusses through the above aspects in detail, such as basic application, needs analysis, the system architecture and the design and implementation. And also, doing some researches in system design and realization of the key technology. This system has already been formally put into use in NATIONAL BROADCAST GENERAL ADMINISTRATION, and realize the management mechanism’s Integrated managements of the of 43 subordinates by distributed remote video monitoring system, and fulfill the uses of user demands.
