The modern construction and rapid economic development of the city,bring forward many new requirements and issues to the work of video surveillance for city public security.At the same time,the development of computer technology, multimedia technology,as well as network communication technology provides strong technical guarantee and conditions for the video monitoring system.At present, the digital video monitoring system solves these disadvantages of the traditional analog system which has poor scalability and is sensitive to distance,and becomes a mainstream products of security market.However,the digital video data have the characteristic of massive,which cause a lot of difficulties for storing and transmitting information,and become one of the bottleneck problems for human to effectively access and use information.With the scale of video monitoring system continuously expanding and the requirements for video image quality increasing,the contradiction between real time and image quality has become gradually prominent.Especially the bandwidth of WAN is often lower than that of LAN,when the multi-user simultaneous access the information at the same control point,large iterative video data transmit to each user through Internet,as a result it brings congestion for the bandwidth of WAN,and produces serious impact on the effectiveness of video surveillance.In order to solve the above problems,the paper makes use of many technologies, such as the video compression technology of H.264;the network transmission technologies of TCP,UDP,IP protocols and IP Multicast;technologies of multithreading and dual-buffer;the streaming media technology of DirectShow.It chooses the project of road surveillance from Handan city as background,designs and develops a remote video monitoring system which is based on H.264.First,this thesis makes tracks for critical technologies of video surveillance, focuses on the analysis of new features of H.264 and the application in the video surveillance systems.Second,it gives the analysis on the disadvantages of a typical model of remote video surveillance systems and brings up an improved system model.The model sets up a control center in LAN,and increases a streaming media server.The DVR only needs to send one way video to Internet,and then the same video information is transmitted to the users of LAN by streaming media server,so as to solve the congestion and waste problems of WAN bandwidth when the multi-user request the same video information.Third,according with the improved model system,it does the overall design of the road monitoring project from Handan City.It focuses on the design of dual-buffer and filters,and achieves the software development of the client subsystem.Finally,it does performance testing for the new system,and it has solved many problems of the original road monitoring system,such as frequently no signal of system,dead of computer,delay for video images and so on.So the new system has a big improvement in performance.
