The micro-blog in web2.0develops prosperously, and it gains the advantages of SMS, BBS forums,IM software instant messaging software, blogs and SNS social networking. Having been one of the mostinfluential media, it sets off the “micro-blog mania” for China’s social information dissemination.Fragmentation of micro-blog are profoundly changing the way people access to information and means ofcommunication, to better meet the user since the properties of the media in interpersonal communicationfor real-time, interactive, multi-directional communication needs. With its unique advantage in propagatingthe micro-blog changes the public’s habits of using media and the information transmission model, and ithas become the strongest social real-time media and the most active information dissemination platform.2011is a year of frequent public events in the network. Especially with the723Bullet Train Accidentas a turning point, more social groups of public opinion participate in network platform, to discuss thepublic affairs about the survey and supervision on government’s management. The micro-blog provide aplatform for grass roots of the people in the political discourse expression, break the limits of traditionalmedia in communication and broaden the social public expression of the channel. The micro-blog plays animportant role in joining public affairs, promoting the development of the social public opinion events andit has taken the cyber characteristics of public opinion field. Form the online mobilization and offlinerescue, the micro-blog highlighted the powerful communication effect on the organization skills in thisunexpected events.From the theoretical angle of civil society and the Public Sphere,this paper set the723BulletTrain Accident as the example and elaborates three aspects----the majority of the participation, the mediumplatform and public opinion to analyze the feasibility of constructing the public domain. The new media inwhich the micro-blog as a representative develop rapidly and provide the new opportunities for thedevelopment of the public realm in network.. However, due to the restriction of China’s economy, politics,culture and technical aspects, the construction of China’s online public domain face to some obstacles:for example, the micro-blog fragmentation of words method produces a large number of redundant information, it will dilute the public focus on the issue; Internet users irrational words will lead to publicopinion to express the deviational attitude; The overflow of rumours will hinder the positive developmentof the public domain. Therefore, to further promote the development of Internet public domain shouldcultivate the public citizen consciousness and political participation, and carry out the media literacyeducation.
