With the rapid development and popularity of Internet technology, it creates an information era based on computer network, and the new virtual reality technology is also applied to Internet. The virtual reality technology based on Internet makes the Network product show itself through the three-dimensional display, instead of restricting to the traditional network graphic representation. Cult3D, developed by Cycore Company, is a new Web3D virtual reality technology. The features of it are a small amount of files, high interactivity and cross platform application etc. At the same time, Cult3D can be embedded in JAVA with high development efficiency. It has becoming the mainstream technology of Web3D, avoiding the complex and narrow network bandwidth constraints of VRML, i.e., Virtual Reality Modeling Language.At present, traditional meteorological websites are plane. Based on Cult3D technology, it designs and implements a meteorological stereo website, combined with the B/S architecture and Three-dimensional geometric modeling, physical modeling, behavior modeling and model segmentation combining technologies. At the same time this meteorological website uses a three-dimensional model optimization, texture data optimization and overall simplification strategy optimization method based on a virtual reality scenario optimization, at last it reaches a preliminary application level.In this paper, the main research contents include the following four aspects:(1)It describes the purpose and the significance of Cult3D technique applied in meteorological website. Then it presents the features of Virtual Reality and the key technologies of the development, which build a theoretical and technical background.(2)This paper makes the research analysis on the mainstream3D modeling technologies. In the design of meteorological display, it integrates the geometric modeling, physical modeling, behavioral modeling and model segmentation technologies to design the hurricane model. It is scientific, effective and achieves good results. (3)In view of the system optimization problems, it provides the solutions. The complexity of model structure in Virtual Reality system causes too much polygons, which damage the virtual scene roaming transform smoothly and frame processing can not be completed on time. In the developed system, it deletes the redundant polygons, removes parts of back part of model and replaces polygonal structure details with textures. Also, it optimizes texture data. Overall simplification strategy is presented as well, which processes the optimization method during the entire modeling process. The experimental data analysis and comparison shows that it is important and necessary.(4) Based on B/S architecture, it realizes the meteorological stereo website with ASP.NET,3DS MAX and Cult3D technologies. The website can release and manage the meteorological information and productions. Also, it can display in3D some common meteorological models, such as hurricanes, lightning and rain. Compared with the conventional ones, it performs more actively and interactively, and the users are able to roam into the system, who can obtain large of meteorological information from roaming.
