With the development of network technology, the researcher can easily to getknowledge that they need. But for a Press, especially in academic journals for theservices of professional papers, the readily available research and experimentalresults will have some research misconduct in the published, such as plagiarism,tampering, fabricated data, and so on. And some writers submit one paper to differentjournal at the same time. In addition, papers published cycle and the timeliness of thepaper is analyzed.In order to find the research misconduct, our Periodical used the TMLC made byCNKI. In order to better application, this paper introduces the CED publishingworkflow, and discusses the TMLC should be applied to the peer review stage. Thereview cycle is researched. Add the research misconduct detection in review work,the current of peer review process is improved. The expert reviewers needthree-month time, this time limit can reduce by network communication technologyand computer technology. The experts reviewers can work from the one expert checka lot of papers to achieve through the network and the computer instead of a smallamount of the reviewer of a number of experts. This Peer Review cycle can beeffectively compressed. This paper designed a automation systems improvement thereviewers process, and introduces the functions and needs of reviewers module. Webpublishing papers in advance will be on the network; reducing the probability of adraft multiple reviewers through to the paper published a long time interval.In order to improve the CED journal’s quality and timeliness, we need tocompression editors publishing cycle. The CED current editing and layout work is studied, the journals publishing the contents of the standardized editing is introduced,and we will increase writer confirmation work to solve some mistake of scientific andtechnological journals. The study found that if the editing work in advance to thejournal of the revised cycle, can solve the communication problems encounteredbetween the editing and writer, but also can shorten the editing cycle; and then layoutwork also will be in advance, the publication cycle is compressed, and we can join thenetwork publishing work in the publishing process in the future easily.And besides, the paper studied the influence, which happened in the journalpublishing work, flow problems of the editorial staff. And an Office Automationspecific modules and functions are designed. The Office Automation is not only ableto compress the publication cycle, and facilitate the work to all employees, but alsoreduce the possibility of error by the new employees. The Office Automation in thispaper can also be part of the automatically Journal staff manual work, so we havemore time to add a new work in the publishing process. Finally, this paper discussesthe excessive compression of the possible risks, about publication cycle of the actualwork in the editorial department.
