The Countermeasures Research Of Optimizing Local Governments’Management Systems Of Public Opinions

As in the internet age, the appearance of new forms of the public opinions spread has brought about numerous situations and problems to the network management of local governments. Thus, how to optimize management systems and innovate management modes becomes a significant reflection of the governance capability.Primarily, in this paper, it mainly set forth characteristics, constitutive factors, generated logics, communication channels and formation conditions of public opinions which spread through the internet. Then, according to the investigation and analysis of Taizhou City,Zhejiang Province, which are about management status quos of network public voices and combining some practices and typical cases of various regions’ governments in recent years, it turned out several primal problems which arised during the process of managing public opinions and also summarized its root causes. Ultimately, it put forward a number of proposals and countermeasures that focused on how to complete management systems, enhance management capabilities, and promote the leadership of internet public voices which are as follows:first,it can achieve the self improvement of government administration by means of walking into the internet, transforming roles and improving management patterns; second,it will give play to leader functions of mainstream media about network public opinions, in order to balance responsibilities and commercial profits of internet media, perfect industry standards and their self-disciplines, advance the leadership of internet media on public voices, including strengthening and innovating the spread management of internet media; third,it aimed to improve the self literacy of netizens via enhancing their abilities of getting internet informations,cognition and analysis, reinforcing self-disciplines of netizens, encouraging them to build self-awareness as public opinions subjects and improving their moral culitivation and the sense of social responsibilities in internet environments as well.
