As these techniques maturing, popularizing and the appearance of the new techniques, the primitiveness and the authenticity of the electronic documents could get the more reliable identity and effectively protected. Meanwhile, come up with the basic strategy under the new form of the electronic documents. The archives management should actively bring into national informatization leadership and coordination mechanism; keep pace with the times; the concept of innovation, follow up the standard, carry out the standard; strengthen law building; focus on information security, multipurpose use the archives management technique. On the basis of this, then it further analyses the status quo of the electronic archives management in Vehicle Management Office, points out the problems that still exist in this respect and elaborates on the necessity and feasibility of exerting electronic management on the vehicle management archives before putting forward the construction objective for the electronic archives management system, the functional division of which is meanwhile analyzed in detail in terms of demand, established the development target of the electronic archives management system, the subject of the system building, the process of the system treatment, the frame structure of the system and some function modules. The result of this research topic, the Electronic Archives Management System, by exerting electronic management on the vehicle management archives through computers, has made real the digitalization of motorized vehicles’archival data and the centralized storage of this digitalized information, which satisfies the demand of the current vehicle management task of the public security organs and is in line with the planning of Intelligent Traffic Management System. In this connection, the system plays an exemplary and guiding role in terms of the electronic management of the vehicle management archives.
