Shendong mining area of Shenhua Group has more than 2000 phone users, set up specialized agencies responsible for telephone cost, every month has spent a lot of manpower and financial resources. But existing ways did not achieve the desired effect, also easy to cause the user’s bored. Based on the binding relationship of cable television and telephone users on mining area, using a digital cable network fee collecting information on a transmission to a subscriber television terminal, this can ensure that the notification to the people, and make the payment urging more humanization. At the same time also greatly reduce the urge employee working strength and pressure, so they have more time and energy to provide more quality services.This paper first introduces digital TV business and the STB application development present situation, pointed out that the development of digital TV terminal and the various technology. On this foundation, discuss the push for the core of the system function, analyze the information interaction requests handling, media data transmission, terminal data receiving, the main process. Put forward the system structure, and using method of modular design, system is analyzed to interactive control management, transmission management, terminal receiving/processing core subsystems detailed design. Among this paper based on IP/DVB data interaction, transmit and receive the realization mechanism. Through the analysis on specific business of payment notice of billing, the network framework and software procedure of this system are introduced, as well as its specific functions and features.
